pages-publish: composite action that pushes a built directory to the pages branch ... 37a3a4b86c

Fails on a missing or empty dir and on a site over max-mb before any push. The
token reaches git through GIT_CONFIG_* env only. test/run.sh checks it against a
throwaway repo.
